Sub-titling
Four sections, four sub-titles
Divide an article into sections and write a fitting sub-title for each.
The rest of the article falls into three more sections, each needing its own sub-title:
- Sanitation and health: diseases carried by dirty water, and figures from the 2001 Census on urban households with no latrine or no drainage connection.
- Transport: cities have been planned for cars, though pedestrians and cyclists make up 30 to 70 per cent of rush-hour traffic, and form a large share of those killed on the roads.
- Curitiba, a city in Brazil, as a model: it created car-free zones for people on foot, a fast bus system, planned housing, and artificial lakes that store monsoon floods and become parks in summer.
The article ends by calling for a rights-based approach: treating housing, water, sanitation and mobility (the ability to get around) as rights of every city dweller.
To choose sub-titles: find where the topic changes, and name each section's topic in a few words.
Where the topic turns, a new sub-title begins.
