Governance and Public Policy

Government and governance

Tell government from governance and see why many people must work together.

Voting in elections is only the start of democracy. A strong democracy also needs open institutions, responsible representatives and people taking part in public life every day.

Picture your town after days of heavy rain. Roads are flooded, schools are shut, the power is off, and people worry about disease. Who helps?

  • the municipal corporation clears drains and garbage;
  • the Public Works Department repairs roads;
  • the police manage traffic;
  • schools tell parents they are closed;
  • health workers stop diseases spreading;
  • local representatives raise people's concerns;
  • residents help their neighbours and report flooded areas.

No single department could manage it alone, because the problem has many parts. It is like a school trip with 60 children: if four teachers each take charge of 15 and keep in touch, nobody is left behind. If they do not coordinate, children get lost. Solving public problems needs many people to work together, decide, act and answer for what they do. That process is governance.

Government and governance are not the same.

  • Government is the institutions that hold political power: the Legislature, the Executive and the Judiciary. It is about who governs.
  • Governance is the process of making, carrying out and checking decisions for the public good. It includes the government and citizens, the media, civil society and private organisations. It is about how governing is done.

Note: political parties are not the government. The government is the institutions.

A street light shows the difference. The municipal corporation or panchayat (government) has the authority to install street lights. Governance is the whole process: planning where the lights go, people pointing out dark spots, reporting lights that do not work, and giving feedback, so the streets stay lit and safe.

Governance happens at every level: a country, a state, a city, a village, even a school. Understanding it shows us how government touches our daily lives.

Government = the institutions (who governs). Governance = the process with many partners (how).
