Governance and Public Policy

Good governance

Name the features of good governance and the challenges it faces.

Think about running a home: food, rent, school fees, repairs, all from a limited income, with everyone's needs in mind. A country is a very big house. Good governance is running it well.

Governance touches daily life. It keeps law and order, protects our rights and freedoms, and helps us get education, health care and transport. Good governance makes sure people are treated equally before the law, and it helps citizens trust their government.

Governance is the government's job. Yet good governance needs everyone to do their part:

  • the government makes laws and policies, and runs public services;
  • citizens elect representatives, obey the law and take part in public life;
  • the media explains public issues and brings problems to light;
  • civil society groups work with communities and raise awareness;
  • the private sector adds through business and new ideas.

Seven features of good governance (Fig. 4.3):

  • Responsiveness: the government meets people's needs;
  • Transparency: decisions are open, and people can see them;
  • Participation: citizens take part in decisions;
  • Rule of law: the same law applies to everyone;
  • Accountability: officials answer for their actions;
  • Effectiveness: public resources are used wisely;
  • Inclusiveness: every citizen gets equal opportunities.

Why it is never finished. People's needs keep changing, so governance must keep responding. Challenges include:

  • weak coordination between departments, which slows programmes;
  • unequal access to services, leaving some groups behind because of social, economic or geographical barriers;
  • misuse of public office, which stops benefits reaching people;
  • misinformation and fake news.

Meeting them needs strong institutions, honest officials and active citizens. India marks 25th December as National Good Governance Day.

Good governance = responsive, transparent, participatory, lawful, accountable, effective, inclusive.
