Planning and Sustainable Development in Indian Context
Planning: sectoral and regional
Describe the change from the Planning Commission to NITI Aayog.
Planning means thinking ahead, formulating a scheme of actions, and implementing it to reach set goals.
There are two approaches:
- Sectoral planning develops each sector of the economy: agriculture, irrigation, industry, power, transport, services.
- Regional planning looks at space: it aims to reduce the imbalance between developed and backward regions.
India moved over time from centralised planning (decided at the top) to decentralised, multi-level planning, involving states, districts and villages.
On 1 January 2015, NITI Aayog replaced the Planning Commission. Its aim is to involve the states more closely, and to give strategic advice rather than fix detailed plans.
